As the founder and principal of Hartman Strong Hartman, a construction management consulting firm based in Portland, he offers a range of services to project owners, general contractors, surety companies, and attorneys. These services include owner representation, risk assessment, project planning and management, conflict resolution, mediation, scheduling, forensic analysis, claims assessment, and expert witness testimony.
Hartman established his firm in 2004, originally focusing on condominium projects. However, during the 2008 Great Recession, he recognized an opportunity to provide construction claims consulting services, drawing on his vast experience in the industry. He appreciates the chance to connect with diverse individuals and companies, supporting those facing difficulties and helping them devise strategies to move forward while safeguarding their assets and livelihoods.
Hartman’s journey in construction began in the 1970s when he realized that he thrived as a hands-on learner and decided to pursue trade school instead of continuing his studies at Oregon State University. He gained expertise in welding and electrical work, specializing in industrial plant-floor automation in the wood products sector. In 1984, he founded his own electrical construction company, which successfully completed numerous projects, including hospitals, chip-fab plants, industrial automation, and commercial facilities. Eventually, he transitioned to real estate development projects before focusing on construction claims consulting.
Over the years, Hartman Strong Hartman has collaborated with several minority contractors, acknowledging their ability to apply their trades and their desire to expand their companies. However, these contractors often face challenges managing mid-project impacts due to limited expertise. Hartman believes that his involvement, even on a limited basis, can provide valuable real-time management support when issues arise, particularly as projects become more complex and financially risky.
